I am running 1.13 and it is perfectly stable. Is there a reason to upgrade to 1.23? If so can I go straight to 1.23 without rebuilding?

    probably yes.
from 13 to 23, there have been a lot of bugfixes and feature additions. even if the former aren't necessary for you, the latter ones might interest you.
have a read at http://www.polarcloud.com/tomato under "latest changelogs".

Massive speed improvements, the DNS CERT issue patched, general fixes/updates/improvements of busybox, dnsmasq, bandwidth tracking, etc.

I'd say, "yes," there are many reasons to upgrade.

Ok so you have convinced me. Can I go straight to 23 without losing my config?

No, you can't. Probably there are lots of changed variables in the NVRAM. Just take note of your current config, then manually restore it.

More importantly, there have been massive improvements which have not yet made it into "official" tomato. Look at threads for Victek and Teddy Bear mods in the index...
