    I was wondering if I could set up TinyPEAP in a way that users can browse local network without authentication and when they want to go to the internet tiny asks for password?

    If the authentication for the internet access is your concern, you best shot would be to setup a proxy server which prompts the user credential.
    The wireless authentication and the internet access authentication two separate issues.
