how to set it up? is this possible maybe through some scripts?

i want to give low bandwidth wireless internet access to random people (enough for read/send emails, opening web pages etc...)

using the wrt54g script generator by robsonn (search for something like that), you can assign bandwidth to a range of ips. set the devices that you know and trust to receive static ips via dhcp and create a script with the above program to restrict the rest of your range. that should be the quickest solution.
