When I enable the Bandwidth Limiter i'm supposed to type in max available download and upload.
Thats easy, just make a few speed test and it's done.
    But it also says
    (same as used in QoS).

    Does that mean:
    1. I also have to enable QoS and type in -15-30% of the bandwidth.
    2. I don't have to enable QoS but have to type in -15-30% of the bandwidth as I would have if I were using QoS.
    3. Something else

It means if you have QoS enabled, use the value you set for Max Bandwidth in QoS as the max available in bandwidth limiter. This is so the policies do not conflict and allows QoS to maintain the headroom for its control. If you don't have QoS enabled, then use the true max available speeds of your connection for the bandwidth limiter values.
