My ISP gave me a WAN address of xxx.xxx.xxx.24
    gateway xxx.xxx.xxx.1

and gave me my /28 block of 16 ip addresses which is

    xxx.xxx.lan.208 /28
    Gateway xxx.xxx.lan.209 gateway
    xxx.xxx.lan.210 - 222 usable
    xxx.xxx.lan.223 is broadcast
    mask of

I have the router working on the wan address on .24 but I can not figure out how to get the public addresses (13 usable, 16 total) to work.

Does the RV082 function like a ture router or can it only handle 1 public IP address?

You could try using one-one NAT under the setup tab. It allows you to map external IP's to internal ones. You specify the ranges.

Check out the help via the web interface and see if it works for you.

And as you mentioned you could configure it as a router which may work alot better, the one-one nat is useful if you still want to have private IPs behind the router. Try both and see which one works.
