well you can set your own computer to have a static IP address, right click network places --> properties, right click Local Area Connection --> properties, select TCP/IP --> properties. it must be within the valid range that the router is set to, not sure what your tryin to accomplish here i guess.

i woud guess you have DHCP enabled on the router. your IP is being assigned by the routers DHCP server. you could always turn this feature of then change your IP, but what are you tryng to achieve by changing your PC's IP address in the first place.

banned/blocked from the WRT54G? do you own this WRT or are you using someone elses service? the WRT54G wont block any IP/Mac address until the administrator of the WRT54G has entered this into the routers setup.

are you talking about your external IP address or behind the router?

you have no control about what your external IP address will be, if its dhcp the isp gives you whatever is available in its range and will give you the same IP unless it times out and gives that address to another modem requesting. if your isp is static you would have to ask them to change it.

If you have a cable modem, You could try changing the mac address in the WRT54G, then reboot the Cablemodem.

though some ISPs now assign IP addresses statically to your ISP account.
