Can I connect to my router via a laptop using USBConnect Shockwave from AT&T?

I don't think. The USB is using for sharing storage (as Backup) ,printer or both.

I think you can not do this but i am not dam sure but in this case you need a proper solution for this and you should take a Technical Support.

Wow what a you work for them ?
Millemae save you money and get a USB Network Wireless adaptor for connect to your router when you are at home, the AT&T Shockwave connect only to mobile network, so you use it only when you not at home.
