What do you mean by "even when im not using the router"?
You get address from router when you turn on your connection (i.e. turn on your computer). You get it from router. When you turn on computer when it is dissconnected from router it can not get address from router, but it can have it set up by hard. And when you turn on computer when you have router connected and than dissconnectt it still has same address, till you restart or ask for new address.

If you use www/mail and not connect to router (to setup page) you still need IP address so router assigns it to you even than.

Hopes it help, but i am not sure if i understood you correctlly.

Oh, and as for the problem stated earlier I agree that is propably is a matter of not getting DNS (it translates name into proper IP of server you trying to connect- skype can have its server connection stored as IP).
You can specify the dns by puting its ip into Setup->Basic Setup->Internet Setup-> Static Dns
The best DNS to put there is the DNS possesed by your ISP (it should work fast).

Can you access the setup pages at (go there with your web browser when hooked up to the router)? The default password is "admin". After flashing, it's typically a good idea to hold down the little reset button on the back of the router for 30 seconds to clear all the settings which can screw things up. That might help too.
