Is there a reliable way to view what devices are on the network?

I'm coming from DD-WRT and it would show a workstation as soon as it connected to the network and it would disappear a few minutes after it was shutdown.

With Tomato the workstations are persistently displayed under the device list even after it is shutdown.

I created static DHPC for all the workstations if that somehow affects it.
Under WoL it shows that the workstation isn't active in ARP...is that the only way to reliably tell if the workstation is off?
