File Sharing with RT31P2, network speed

Appreciate anyone's help with this one:

I have a RT31P2 (phone router) that I use with Vonage. I also have a BEFSR11 (router) and a EZXS16W switch. Runs go throughout the house from the switch, to either single outlets, an 8 port hub (EFAH08W), or one of two wireless access points (a WAP11 and a WAP54G -- the WAP11 is connected to the hub). I am running XP Pro on all machines (some are wired, some are wireless; all wireless use wireless-B adaptors).

    Current configuation:
Cable modem->RT31P2->BEFSR11->Switch->Machine; or Hub; or Access Point.

    1. Is there a preferred way to arrange/configure these devices to ensure the highest speed? I use the networking wizard in XP Pro to configure everything. I just got a Media Center Extender and suddenly network broadband is a commidity. Should I use static IP addresses; would that help? If so, how do I do that?

    2. Why is it that when I take the BEFSR11 out of the mix, I lose file sharing (can't see any of the other computers on the LAN, can't even open MSHOME).

    Many thanks.
