High upstream buffer?

    I ran the test at http://netalyzr.icsi.berkeley.edu/index.html
    All is fine except that it says my upstream buffer is 2000ms and that it can cause problems when downloading larges files and using real time applications at the same time... That's a bummer because I am using a PAP2 voip phone and we are constantly leeching off usenet on our teeny tiny 5mbits connection...

    Any ideas on how I can remedy the situation? Is this setting client dependent, router dependent or ISP dependent? I have an extensive QoS policy enforced already.

    It says 5000ms for me for upload.
    I think the router classifies this whole thing to the same priority and it cant manage the bandwith, so the test fails.

    BTW i can play quake live with good pings while im using bittorrent.
