how should uplink/downlink kbps be set in Alchemy?

I've been looking at Alchemy, waiting impatiently for it to go public.
From my investigations, I notice the QoS tab first settings are uplink and downlink speeds. Should I allow room in this value above my supplied DSL speed(s)? In other words, if I get around 1.2M down and 248K up, should I enter those numbers directly or subtract from them and enter a slightly lower value if I am trying to keep VOIP from choppy sounds during downloads?

you are meant to use about 80%-90% of bandwidth as entries. i personally use 100% for download but upload/uplink which will kill the connection easier, I use 80% of my upload bandwidth.
