How to direct development - what features are REALLY wanted?

Some ideas posted here for features are good, some are not. I'm sure BrainSlayer gets many more suggestions in email. I've got an idea that would allow him to spend his valuable time on the ideas that people REALLY want. How about a poll with a "pay-per-vote" theme? If you donate 100 euros, you get 100 votes for new features or feature improvements.

Obviously, this would have to start with v.24, but I think this would really help guide the develoment. The results could be public and updated constantly so that people can see what features are most wanted and bump the features that they want up.

This could even turn into a community bounty type thing, where a feature has a cash reward associated with it, and whoever gets it done gets the money. So if there is a $5 bounty on a GUI radio button for Cisco light color, whoever coded this and got it accepted into the official code gets the cash.

For example, I have a client who would like to have a cheap way to VPN into his office. If I can deliver show him how to do this inexpensively, I will get the contract to support him when he has problems. I'd pay cold cash to get this done in a way that would be simple for me to set up, like GUI integration with some built-in documentation for the client setup.

And I'm sure that there are other things like this that people would pay for. Does anybody else think this is a good idea?
