How to make PPPoE connect/disconnect as simple as possible for old people?

I recently set up a Buffalo (Tomato RAF) for my girlfriend's parent's home. They use PPPoE ADSL and everything was easy to configure with Tomato.

The connection is 0.512M and you can use the Internet for 20 hours per month for a fixed price. I've never heard about a contract so weird, but it's extremely cheap and I know my girlfriend's parents rarely use the Internet so I guess it satisfies their requirements.

Because of the 20h/month limit I set the PPPoE connection to "Connect on demand" so that Tomato only connects when some program needs the Internet. However some Windows programs are trying to access Internet in the background every now and then which opens the PPPoE connection and uses the 20h limit. So I should change the PPPoE mode to "Keep alive" and connect/disconnect manually. I know I can do this from the /www/status-overview.asp page but that's too complicated for my girlfriend's parents. I should make the page simpler and possibly disable the www gui login. The ideal solution would be a web page with just Connect and Disconnect buttons and the connection time. How to make this work? The problem is I can't write to /www/ directory and don't know how to circumvent the login process.

Other suggestions are also welcome :)

The easiest solution is a switch on the modem, anything else, however simple you might think it is, probably will not be so for old people who are not very computer literate.

Ah, I don't know how I could miss the simplest solution! Thanks for the heads up!
