we are running a linksys BEFW1154 eathernet and dsl router and 4 port switch (all 1 thing)
and a HP PROCURVE2124 switch. Now 1 person in the house we live in is killing it and spoiling it for the rest of us, so we want to cap connections so people cant go above a max so others can use the internet, as hes 24/7 downloading.

How can this be done, in simple terms (other than snipping his cable lol)

    Cheers

Best bet, instead of capping, is to configure QoS, which gives him all the bandwidth he wants when no one else is using it, but "shoves" his downloads out of the way when someone else wants to do something.

    A little background.

I don't know anything about the QoS capabilities of your current router, though.
