Is there any way to do this? Maybe in some sort of shell script?

So say 192.168.1.100 gets 20kb/ps while 192.168.1.101 gets unlimited?

If you're trying to take away bandwidth from your roommate/brother or whatever: it is not safe against tampering, because ips are not forced upon computers by the router, they can be taken manually.

It's nice to be able to shape all p2p traffic down to 80% and have enough bandwidth for a nice internet experience browsing and using remote consoles though.
