I am looking for a way to put more text into the snmp fields, specifically the contact field as it only accepts 18 characters.

    I am running:
    Tomato Firmware v1.28.0501 MIPSR2Toastman-RT-N K26 USB VPN-NOCAT

I tried to manually edit /etc/snmpd.conf, making it read only(chmod 444) and saving to nvram as such:

    nvram setfile2nvram /etc/snmpd.conf
    nvram commit

    and rebooting.

But after reboot the file is back with the configuration created from editing from webgui and with 644 permissions.

Does anyone know how to fix this issue?

just disable snmp in GUI and run snmp manually (you can use init script)
    snmpd -c /path/to/my/own/snmpd.conf
