Placing router on the top floor

Why does it help so much with signal stength? Doesn't the router broadcast a "bubble"?

I placed a WRT54G in the basement and a computer with a WPC54G 1 floor higher, clear across the building. With this configuration, I get ~46% signal strength and it disconnects more often than not. BUT, if I switch the computer and the router, I get 100% strength no problem. Anyone care to explain?
