Port forward and WAN IP question

I have a WRT54GL 1.1 running Tomato 1.10 and a Speedstream 4100 modem and have a question about port forwarding. It seems the only way I can get port forwarding to work with my Static IP addresses is to have the modem assign the WRT54GL the public WAN IP via DHCP. When I use the option to assign a private WAN IP (DHCP assigns 192.168.1.64) the port forwarding does not work (even if I put my PC into the DMZ).

My old HPRO200 (HPNA version of BEFSR41) didn't have this problem, I was using the private WAN IP with port forwarding and everything was working fine.

Is this the normal setup to get port forwarding to work with the WRT54GL?
