I'm trying to exempt a few subnets from qos rules. How should they be defined? I'm currently using 128.22.0.0 as an example to get the 255.255.0.0 subnet out of qos. should i be doing 128.22.0.0/18?

You can effectively do this by creating a class of service that has 100% bandwidth in all 3 bandwidth fields and then use your first QOS rule to assign the exempt IP range to that class.
