I've not run across a plain step-by-step guide, but there's information here and on various web sites and blogs.

But basically (and from memory) what you need to do is run a couple of bandwidth speed tests and jot down your numbers. Ideally you should run the tests over the course of several days, and possibly from different sites. Average your scores, and calculate 90% of that average (this is not a hard and fast rule, just a guideline) and put that number in your upload section for QoS. Most people don't bother with download QoS, because since you're not in control of the routers on the Internet you basically just end up dropping packets.

The default QoS values are good for basic use, but if you have anything specific in mind you'll need to add rules. For instance, I have rules to put my VoIP adapter and son's XBox 360 at the highest priority, and BitTorrent from any client at the lowest. This way I don't drop calls or interfere with his games, and can browse the 'Net comfortably regardless of what BitTorrent is doing.

I'm at work or I'd give you more specific information. Good luck!
