I'm considering installing Thibor15c but need something confirmed for me first, if I set Bittorrent to lowest priority and have only bittorrent running on my network, will it still use 100% of the upstream bandwidth?

Also, what would happen if Skype traffic (which would be set at highest priority) came from a PC whose MAC address is set at lowest priority? Would that data recieve highest or low?

no, a small amount of overhead is needed for QoS,

if you set bt traffic to lowest priority and there is no other traffic, bt will still use all available bandwidth. if you set sip to highest and use it on a pc set to low, you'll have to try that one as i don't know the answer, perhaps you can let me know but i think mac priority comes before service type so it should be low

I can't answer the second half, but if you want to limit the upstream bandwidth of bittorrent do it within the clients settings. I have it set that way and also set it to low priority via QoS, I have no problem using the net on any other computer, including playing games with no more than a 2-10ms ping hit at most.
