Remote Wake On LAN via Port Forwarding - Not Working

WOL works if I login to the router interface and select the device under Tools > WOL. However, I would prefer to use an Android app (on my phone) to send a magic packet as opposed to having to log-in to the router (Tomato Firmware v1.28.7624 -Toastman-ND ND USB Std).

I followed this (http://www.dd-wrt.com/wiki/index.php/WOL#Remote_Wake_On_LAN_via_Port_Forwarding) tutorial to get remote WOL working. My settings are as follows. However, when trying to send a magic packet from 2 Android app's as well as 2 different websites, my system doesn't boot.

Any idea what could be wrong with my setup?

    Basic > Network:
    Code:
DHCP Server IP Address Range: 192.168.1.2 - 192.168.1.253
    Administration > Scripts > Init:
    Code:
ip neigh change 192.168.1.254 lladdr ff:ff:ff:ff:ff:ff nud permanent dev br0
ip neigh add 192.168.1.254 lladdr ff:ff:ff:ff:ff:ff nud permanent dev br0
    Port Forwarding:
    Code:
    Proto: UDP
    Ext Ports: 7,9
    Int Address: 192.168.1.254
I have also tried removing the Init Scripts code and replacing it with the following settings:

    Basic > Statis DHCP/ARP:
    Code:
    MAC Address: FF:FF:FF:FF:FF:FF
    IP Address: 192.168.1.254

I didn't check 'Enable static ARP'. Having checked this and re-booted the router, remote WOL works :). I have remained with using the Static ARP setting as opposed to the Init script.

I wonder why the Init script didn't work for me. Or does Static ARP also need to be enabled for the script to perform?
