Hi i am new to Tomato firmware. Is there a chance that i can set it up and see which users are using bandwidth in bandwidth graph and to throttle it?
    Thanks

No. By definition, this would be impossible, because unless you are planning to create a graph per source IP, there is no way to distinguish one "user" from another.

How about using MAC to distinguish between users. Is there a way in QoS to throttle them?

QOS does not work for MAC, unfortunately. If you can assign static (or static DHCP) addresses to individual users to track them, you may be able to do that by prioritizing by source IP.
