Setting up a local wireless that reroutes everything

I am creating a kiosk for a youth dance where they can use the web browser on a phone, laptop, etc. to make music requests.

I can have them browse to a specific url, but ideally I would like for the router to automatically reroute to the url from whatever homepage they have. It would be like how hotels reroute you to their log in page when you open your browser.

Right now I am using a BEFSX41 (v2) for the router with a WAP54G (v3.1). Any hints on how this can be accomplished?
