Slow FTP connection on RV082

I have an RV082 using dual WAN connections. I've set up one-to-one mapping for address 192.168.10.47 (our FTP server) => 209.190.162.71 (our external ftp.domain.com).

Firewall is turned on, and I have the follow rules that should apply
    1: Allow FTP[21] source: * Any Destination: 192.168.10.47 always
2: Deny All Traffic[0] Source: * Any Destination: 192.168.10.47 always

Trying to ftp in to 209.190.162.71, opening the connection takes nearly 1 minute; after the connection is open FTP runs at full speed. I see the following messages in the log (logging accept and deny messages):
    Connection accepted: ESP on ixp1

... but I never see the FTP [21] connection

When I connect to 192.168.10.47 internally, the connection opens almost immediately so it's not our server.

Any suggestions.... does anyone know what ESP is?

    Thanks
