Slow throughput via RVL200 behind FIOS Router

I have a RVL200 running the latest published version of firmware 1.1.7.

Its sits behind an ActionTec MI424WR Verizon supplied FIOS router.

If I plug my laptop into the FIOS Router and do a bandwidth test via speetest.net, I get 20MB Down, 5MB up.

If I put the laptop behind the RVL200 (so it goes thru the Actiontec too), I get 5MB down, 1-2MB up.

Yes, I am greedy as I am sure lots of you have to live with 768k DSL as I did until recently.
But I want to get the bandwidth I pay for, and enjoy the useful features of my Linksys RVL200, namely the SSL VPN to get to all my gear at home when travelling or in the office (via port forwarding etc configured on the ActionTec).

I did try replacing the linksys rvl200 router with a Sonicwall TELE3 and got a throughput of 16MB down by 3-4MB up.

So I know its the linksys that is the issue.

Anyone have similar stories or RVL200 fixes ?
