SRW224 and VLANs

    I'm thinking about buying the SRW24 - 24-port 10/100 + 2-Port Gigabit Switch with WebView.

I need to setup a building where there are 20 offices. The owners of the building don't want the individual offices seeing each other.

I was going to purchase the switch and a appliance router of some sort. I figured that if I plugged the router into say, port 24 and then make up 20 VLANs with port 24 in them. EG VLAN1 is port1 and port24, VLAN2 is port2 and port24.
Each individual VLAN should not see the other VLANS but still be able to access the internet via the router on port24.
    Does this make sense?
Is this the right way of going about this?
Can the Linksys prodcut do this.

The client want a cheap and easy to maintain solution. Normally I would put a linux box there with 20 Virtual IP's and a managed switch.
