My ISP uses DHCP from xxx.xxx.xxx.100 ~ 149. So I want to set up my PC's static IP to xxx.xxx.xxx.150. After I make the change and re boot, Tomato shows my static IP set as xxx.xxx.xxx.142 under the device list. What forced it to change??? How can I set it so it is outside my ISP's range???

Its not worth the hassle to try and do this. Your isp if they are should be from a minimal security perspective making is to you cannot access them unless given the ip they choose to give to you. If you were to set it to 150 you will eventually get an ip address conflict with another host when some other host is assigned 150 through dhcp. Though the limited range you provide as dhcp range makes me wonder what kind of isp this really is :).

My ISP is China Telecom. I need to port forward my ip cam so I can access it from outside. I was having trouble with port forwwarding and this was what Portforward.com directed me to do to accomplish port forwarding. If there is an alternative that will get my cam accessible from outside. I'm all ears. I welcome any ideas......

What the article is probably talking about for static ip is to make sure your camera has an internal static ip. Once you setup a port forward it will always get forwarded to the ip you choose. If the ip for the camera changes it will break. In regards to your external ip, if you use one of the dynamic dns services you will have access to your camera at all times as you will be using a name that automagically maps your external ip for you.
