Whenever I start a torrent program, my internet connection slows down really bad. Even when I close the program. It happens to all computers on my network, and the only way to fix it is to unplug / re plug in my router.

    I have a WRT54G V3

this is due to torrents take all available bandwidth from upstream and downstream. it is usually the upstream that kills your connection. what ever client you have, try limiting the upload speed to much less than your maximum allowed upload speed and limit the maximum amount of connections you allow from your BT client.

failing this you will need to add a decent 3rd party firmware like Tomato firmware and enable QoS to lower priority of torrents so other critical applications can work without being effected by Torrents.

On top of what Simon said, it could also be that your provider is capping your connection when they detect peer to peer application. Rogers/Shaw cable in West Canada were famous for that.

but unplugging / re plugging in my router would fix that?

As far as I remember -- with Rogers/Shaw yes, once you've stopped torrenting and rebooted the router, you connection will not be capped almost immediately.
