UDP Ports sticking?

    So I've been having an issue for a while now where I have certain UDP ports that seem to stick, but I can't seem to figure out why they aren't being released when the program is off. I don't see them in the router unless I'm missing a way to check for the ports currently being used, but when I relaunch the program, it will complain that the assigned UDP ports are not usable currently and to check my router settings.
    I suppose it comes down to how can I figure out if the ports are still being used and how to kill the port use on the router if its still active?
