Update on RV042 Smart Link Failover

I now have a number of "Linksys" and "Cisco" RV042s.
In some applications I'm using Smart Link for failover. Both in production are "Linksys" versions with 13.13.02-tm and 13.12.19-tm.
They are set in Router mode. Dual WAN with WAN1 primary.
WAN1 goes out through an MPLS, a remote site and internet via high speed fiber connection.
WAN2 goes out through a firewall and ADSL.

What I consider to be "normal":
If WAN1 is primary, then there is 0.0.0.0 for the WAN2 IP
If WAN2 is primary, then there is 0.0.0.0 for the WAN1 IP
The routing table reflects this and points the default 0.0.0.0 to the active WAN IP.

    What I'm seeing:
    With WAN1 primary and working:
I see both WAN1 and WAN2 with IP addresses.
I see both WAN1 and WAN2 as default 0.0.0.0 routes with the same hop count.
Traceroutes end up going via WAN2.
If I switch primary from WAN1 to WAN2, the WAN1 IP address switches to 0.0.0.0
If I then switch primary back to WAN1, the WAN2 IP address switches to 0.0.0.0
And, the traceroute now follows the primary WAN path.

Then, later, I see both IP addresses NOT being one of them 0.0.0.0 Looks more like load balancing mode and the primary WAN is no longer being used.......

Does anyone know about this kind of behavior and if there's a solution to it?
