Use QoS only when certain traffic exists?

    Is it possible to classify bulk traffic differently, depending on if any traffic that requires high priority is active? We would like bulk traffic to run completely unrestricted, when no high priority traffic exists.

    Currently we have set our Outbound and Inbound Max Bandwidth to 66%/80% of our actual speed. Sometimes our ISP runs slower than it should, so we want to be conservative.

    The best I've done so far is a script with an endless loop inspecting /proc/net/ip_conntrack, and running service qos stop/start appropriately. Though this worked, it was too expensive for my liking.
