    Works fine with XP-SP2

It appears that the tunnel is connected but the Vista PC cannot ping the LAN IP of WRV210. Somewhere along the path, the ICMP Echo Response is blocked.

Yes but I even connected it directly between the comcast modem and the linksys router and I still get the same result and again XP-SP2 works fine going through both.
I see other people have had the same problem and this latest firmware and quickVPN client are supposed to solve this problem. I have not seen any mention of any special settings on the vista client/FW other than to keep vista FW on.

I can get it to work (with vista) is if I go directly between the comcast modem and linksys and then only on 2 different new vista install's, with 2 existing installs I could not get through. The 1 successful test from another geographically close site (1 mile away) also using comcast as the isp I was able to connect with my test box. - that made me wonder if the signal ever left comcast network and that was the only reason it was connecting.

Do you have this same box working with vista?
