What is the purpose of "upstream Bandwidth" setting ?

    My upstream bandwidth as set by my ISP is 512 kBits p/s.

    When I ran some of the web speed tests without my WRT54GL in the circuit,
    the actual speed was very close to the stated speed.

    I've heard mention before to limit upload bandwidth to 80 - 85 % of the limit,
    otherwise everything suffers - downloads slow down, web browsing gets slow,
    Given that it is true, how does the "upstream bandwidth" in Thibor's 15c QOS page
    affect this? It seems that any setting you make is arbitrary, in the sense that
    then, you experience the same slow down if you get to with 80 - 85 %
    of *that* limit.
