Why aren't my ports open?

    I'm trying to get a Counter-Strike: Server running on my machine and according to valve I need to have the following ports open

    27000~27020 (UDP/TCP)
    27020~27039 (UDP/TCP)
    1200~1200 (UDP/TCP)

    So I've opened those ports as shown here:

    and according to my network settings i am computer

    But when I go to a site like whatsmyip.org and test port 27015, it say "timeout". I've looked at the windows firewall and it's not enabled but I don't know what else could be blocking it. Is there something I'm doing wrong?

    Instead of port triggering use port forwarding or virtual server.
