I would like to send my internet signal to my neighbor who is 400ft or more from me, How and what do I need to make this happen.

Directional antennae, high gain antennae, etc.

Unless you have prefect line of site and next to no interference you will need at minimum a better antenna. Most likely you will required an additional access point(router) at your neighbor's house. Then you could use WDS or client mode on one of the routers tht support this (dd-wrt, hyperwrt, sveasoft). I share my internet connection with a house 300ft away and use an additional AP for the WDS link. I get at best 76% signal but on most days I'm closer to 80%. I plan on adding higher gain antennas (currently stock).
