WRT160N can't access modem setup with a different address

I have what appears to be a common problem - I have a router (currently a WRT160N, although I had the same problem with a WRT54G v6) connected to an ADSL modem (a Dataquest of some sort), and I can access the net just fine, but I can't access the modem's setup/config pages through the router; it only works when I connect the PC directly to the modem.

In my case, however, the router and the modem have different addresses.
The router is 192.168.1.1 with subnet mask 255.255.255.0
The modem is 172.16.0.254 with subnet mask 255.255.0.0
The router is in PPPoE mode; I have tried the modem in both DHCP and Bridged mode.

Am I missing something particularly obvious?
