Does anybody know of any alteranate ways/schemes to increase/decrease avaiable bandwidth on a local home network??

As funny as this sounds...i'm not quite sure how trustworth some of these roomates I live with are...and I know they're knowledge and experience in cmoputers far outweighs mine.

I'm currently using the BitTorrent client to try and downlaod torrents...I have access to the router and it's settings and obviously my own pc's settings. However, I'm wondering if there's any other means by which my bandwidth could be limited or slowed down. I've attempted numerous amounts of configurations from opening BitTorrent ports to disabling my firewall and fiddling with the MTU settings. But so far...the maximum download speeds I can obtain is 30-40 kb/s with a typical average of 10-20 if not slower.

Any advice or suggestions would be welcomed.
