Concurrent downloads - one has all the bandwidth

I am using Tomato v1.23.1607 without any modifications and noticed today that concurrent downloads do not share the available bandwidth in a fair manner.

One of the downloads (two are enough for this effect, tried with ubuntu image on different mirrors) does get about 90% of the available bandwidth after a few seconds. This stays a while and eventually swaps so that the slower download now gets 90% of the bandwidth (after about two minutes).

I haven't noticed this behaviour in v1.22, with two downloads both got around 50% bandwidth till the end.

This is reproducable on all PCs in my network, running different operating systems, so I guess it's not their fault and there must be anything changed in the firmware?

    QoS is btw. disabled.
