I'm having trouble writing a rule that blocks P2P (torrent) downloads during peak (chargeable) hours.

Is it in fact possible to block *incoming* packets to a given local IP/port?

(Also: Uploads would be ok if it wasn't for the seemingly continuous incoming traffic that goes with it -- it got to be more than just acks -- so maybe that should be blocked as well? Or is there some way of reducing the other activity whilst still allowing uploads?)
