QoS in Thibor15c, Port Ranges for incoming or outgoing ports?

I am using Thibor15c for my Linksys WRT54GS v1.1 router.
I just started playing with the QoS options and a question came up.

When I select QoS for "Applications" / "Online Games"
and then select "Add a New Application" / "Add a New Games",
it let me enter "Port Ranges" for the application/game.

Are these port ranges for incoming (listening) ports, outgoing ports, or both?

Do the preset applications/games work the same way?
Are they based on incoming ports, outgoing ports, or both?

Some applications (e.g. Skype) let you customize what port it listen on,
so how does the Skype preset know which connections are for Skype
when there is no where to specify which port Skype is listening on?

I am so confused. Someone help me please.

p.s. I have some servers and client applications running at the same time.

the Applications are destination ports(outgoing) and the online games are incoming port numbers.
