Repeat WiFi signal and have private VLAN?

I want to be able to go to a hotel or someplace with open WiFi and use the router to repeat the signal. I also want to be able to have a separate signal that is secured and connected to my home router's VPN. It doesn't matter which one is the VLAN, whichever is easiest. I'm using a E4200 with Toastman firmware RT-N with VLAN and VPN of course. My home router is a E3000 with the same for firmware and is running VPN server.

I've been trying to set it up with wl0 as a Wireless Ethernet Bridge, wl1 Access Point that is the same as the signal I'm trying to repeat. I have a VLAN using port 4 (I read on a guide you need to at least have one port mapped to the VLAN, is this true?) and a virtual wireless interface for it. The virtual wireless is wl1.1 and has an SSID with WPA2 security. The issue is I can't connect to that SSID with my device. It tries to connect and fails, and restarts that process.

As a side note, my main router has a guest SSID that works. I setup this VLAN and SSID the same way I did on the other router that worked. I'm wondering if I have to do something different because it is using Wireless Ethernet Bridge? I tested it with Wireless Client and I could connect to the VLAN, but it had no internet access.
