restricting bandwith on a open AP

  1. My friend is going to set his router in a open mode with free access for the public. The issue here is that I'm trying to help him divide the bandwith so he gets 80%, i changed the default class in QoS -> basic settings into 'Class E'. In classification, I added a rule on the top for my friends computer with the following settings:
    Src MAc had his MAC adress, any protocol, IPP2P disabled and so was layer 7, and set 'highest class' for him.

    The other rule has the following settings: Any adress, any protocol, class E and IPP2P and layer 7 disabled.

    Is there a simple way to accomplish what I'm trying to do here?
