SIP Server Priority

I have a SPA921 IP Phone. I'm trying to set it up to use SIP Servers in priority. The goal is that the phone uses the primary server normally. If the primary goes down, the phone switches to the backup server. Once the primary server comes back up, the phone switches back to the primary server.

I tried setting up DNS SRV. That produced very erratic results. The phone ping-ponged between the two servers with no respect for priority.

Then I decided to set the Proxy Redundancy Method to Based on SRV Port. I set up the primary server on port 5059 and the backup on port 5060. The phone correctly switched to the backup when I took the primary server offline, but it doesn't switch back.

I have Proxy Fallback Intvl set to 30. The phone acts as if I have it set to 0.

If anyone has any suggestions, I would really appreciate it.
