WRT54GS ignores boot_wait

I did the ping hack to set "boot_wait=on" and committed the setting, all per the instructions at openwrt. `nvram get boot_wait` reports "on", even after a reboot, so I know that it took. However, there is no resulting noticeable delay in the bootup of my box, and the tftp flashing procedure always fails with tftp reporting "Invalid Password!!". It appears that my unit is completely ignoring the boot_wait setting. Has anyone here experienced the same? Is there any solution/workaround? I'm running a new WRT54GSv2.1 with factory installed fw v4.50.06.

Any help in getting boot_wait recognized will be greatly appreciated.
