If multiple access restriction policies exist,
and a given PC qualifies for more than one policy,
is there an order or heirarchy to their application?

    As a hypothetical example,

Access policy #1 says - 'all PCs in IP address range X to Y allowed internet access 24x7 but service Z is blocked'
Access policy #2 says - 'PCs with mac addrs A and B denied internet access on week-ends'

I can envision three possibilities -
all policies are evaluated in order specified
first policy that matches terminates evaluation of all policies
policies are evaluated in some other order, e.g. mac addrs examined before IP addrs
