Telnet?

I have been having problems with my router lately and i was reading the forums here and some1 mentioned "telnet". They said it fixed their problems, once i located "telnet" and opened it i have no idea how to work with it. Help plz, thnx in advance.
 
Could the router itself be broken? i've stopped broadcasting a wireless signal and gone directly through "ethernet" and i'm still getting nothing.
